Understanding the Single Central Record (SCR), when it is required, and how workforce suitability records help early years providers demonstrate safeguarding oversight.
A Single Central Record (SCR) is a record of key recruitment and safeguarding checks completed for staff, volunteers, and others working with children.
In England, a formal SCR is a statutory requirement for schools and colleges. Early years and childcare providers are not generally required to maintain a formal SCR in the same way, but they must still be able to show that appropriate suitability and safeguarding checks have been completed and recorded.
Early years and childcare providers registered with Ofsted must maintain clear records showing that staff suitability and safeguarding checks have been completed. Many settings choose to keep an SCR-style register or workforce suitability record because it allows key checks to be viewed in one place and makes safeguarding oversight easier to evidence when needed, including during inspection.
A clear central record can help leaders show:
Schools and academies are legally required to maintain a Single Central Record under safeguarding guidance. Early years settings are not usually required to keep a formal SCR, but they do need clear, accessible workforce suitability records.
An SCR-style register or workforce suitability record may include:
Confirmation that the individual's identity has been checked using appropriate documents
Enhanced DBS check details and, where relevant, barred list information
Confirmation that the individual has the legal right to work in the UK
Relevant qualifications where these are required for the role
Evidence that references were obtained as part of safer recruitment procedures. Recent EYFS changes strengthened expectations around written references before employment begins
Checks relating to disqualification under the Childcare Act, where applicable
Additional checks where a person has lived or worked overseas and those checks are relevant
A record of when each check was completed and entered
During inspection, Ofsted may review workforce suitability records and related safeguarding documentation to check that appropriate checks have been completed and recorded. Early years providers need to be able to evidence these checks clearly and accessibly.
Inspectors may consider questions such as:
Is the record complete and up to date for all relevant staff and volunteers?
Are required checks documented clearly?
Can the provider show that checks were completed before staff began working with children where required?
Is the record accessible and well organised?
Are there gaps or missing information in the documentation?
Is there a clear process for updating records when staff join, leave, or renew checks?
Many providers face challenges such as:
A workforce suitability record needs to be more than a list. It needs to be accurate, current, and easy to evidence.
EntryComply helps providers organise and maintain workforce suitability records through:
Workforce suitability checks organised into a clear, accessible register
Visibility of what is complete, what is missing, and what needs attention
Checks recorded with completion dates to support governance oversight
DBS certificate details and related monitoring information recorded where applicable
Expiry dates tracked and flagged before they become overdue
Summaries showing gaps and outstanding actions to support oversight and review
This helps providers maintain clearer oversight without relying on scattered records or last-minute inspection preparation.
EntryComply organises workforce documentation and governance records.
EntryComply does not certify regulatory compliance, assess the suitability of any individual, or guarantee inspection outcomes. Providers remain solely responsible for all regulatory decisions, safeguarding oversight, and compliance with Ofsted requirements.
